The EU is preparing for a fundamental change in the packaging industry: The Packaging and Packaging Waste Regulation (PPWR), or in German, the regulation on packaging and packaging waste, will come into force at the beginning of 2025. Here you will find the most important information and objectives - in a compact and clear format.

What is the PPWR?

The PPWR is aimed at companies within the EU and companies importing goods into the EU. With a transitional period of 18 months, this regulation will provide clear guidelines for a more sustainable packaging industry. The regulation applies equally to domestic and imported products.

The core objectives of the PPWR:

The EU Packaging Regulation has two main objectives:

Reduction of packaging waste

  • Per capita packaging waste to be reduced by 15 % by 2040 (compared to 2018)

  • Interim targets: 5 % by 2030 and 10 % by 2035.

Promotion of a closed material cycle

  • Complete recyclability of all packaging by 2030.
  • Binding recycling quotas for plastic packaging.
  • Reduction of primary raw materials and strengthening of the secondary raw materials market.

Main measures

  • Expanding reusable offersReusable packaging is promoted in order to reduce single-use waste.

  • Establish take-back systems: Systems for the collection and recycling of packaging will become mandatory.

  • Introduce deposit systemsDeposit systems are to become standard for plastic bottles and aluminum cans.

  • Mandatory labelingPackaging must contain information on composition and disposal.
